|
|
i. Variable cost tracking and management
|
- Track and monitor utilities consumption including fuel gas, steam, power, water, and chemicals.
- Maintain utilities production balance and support month-end reconciliation activities.
- Identify opportunities for cost optimization through improved operating discipline and efficiency.
- Highlight deviations from targets and support corrective actions.

ii. Review plant parameters to ensure smooth operation
|
- Monitor operating parameters for utilities systems including Cooling Water (CW), Steam, Process Water (PW), Instrument Air (IA), Plant Air (PA), Nitrogen (N₂), Chilled Water, Wastewater, and Power Generation systems.
- Analyse operating trends and identify abnormal conditions.
- Support troubleshooting and root cause analysis during plant disturbances.
- Coordinate with Operations to ensure stable and reliable utilities supply

iii. Quality management
|
- Monitor utilities quality parameters and ensure compliance with defined specifications.
- Track quality of boiler water, cooling water, steam, and treated water.
- Investigate deviations and coordinate implementation of corrective actions.
- Maintain records related to utilities quality monitoring.

|
iv. Energy index monitoring
|
- Monitor energy performance indicators such as MMBtu/ton of product (CA, PVC).
- Maintain utilities balance including steam and power distribution.
- Track performance vs targets and highlight improvement opportunities.
- Support initiatives to improve plant energy efficiency.
|
|
v. Production Planning
|
- Support utilities generation planning aligned with plant production requirements.
- Provide inputs for load management, startups, shutdowns, and operational adjustments.
- Coordinate with production teams to ensure reliable utilities availability.
- Monitor execution of utilities dispatch plan.
|
|
vi. PSI Package Management
|
- Maintain and update Process Safety Information (PSI) documentation.
- Support implementation of Management of Change (MOC) updates.
- Ensure process documents are current and properly controlled.
- Coordinate with stakeholders to maintain document accuracy
|
|
vii. Budget management
|
- Track utilities operating expenditure trends and consumption patterns.
- Support preparation of budgeting and forecasting inputs.
- Monitor actual vs planned performance and report variances.
- Provide data support for financial reviews.
|
|
viii. Unit Reporting
|
- Prepare routine utilities performance and monitoring reports.
- Ensure timely and accurate SAP actualization of utilities data.
- Support billing reconciliation activities with Finance.
- Maintain reliable operational datasets.
|
|
ix. Performance Report
|
- Analyze plant performance and efficiency data for powerplant/Chillers/Turbines/Compressors/Cooling towers and others)
- Prepare performance evaluation reports and recommend improvement actions.
|
|
x. Yearly capex allocation
|
- Identify improvement opportunities related to safety, reliability, and efficiency.
- Support preparation of technical inputs for capital projects.
- Assist in evaluation and follow-up of approved initiatives.
- Track implementation progress where required.
|
|
xi. Management Meetings
|
- Process Spec review meetings
- Member of OHIH forum
- Morning Meetings
- Planning meeting
- Reliability forums

|
xii. Team Management
|
- Coordinate with Operations, Maintenance, and Engineering teams.
- Provide technical support during shutdowns, startups, and plant investigations.
- Follow up on actions related to plant performance and reliability.
- Support implementation of continuous improvement initiatives.

|
HSE
|
- Maintain PSI packages.
- Participate in Process Hazard Analyses (PHAs).
- Maintain Safety Critical Documents.
- Support Hazardous Area Classification activities.
- Track closure of MSA actions.
- Participate in Pre-Startup Safety Reviews (PSSR).
- Ensure compliance with applicable HSE procedures and standards.
